Canada EV Mandate Repeal Update 2026

Canada EV mandate repeal is moving forward as the public consultation period ends today, October 29, 2026. The federal government has proposed eliminating the Electric Vehicle Availability Standard (EVAS), which required automakers to meet rising zero-emission vehicle sales targets.

What the EV Mandate Required

The original EVAS rule set clear targets for light-duty vehicles. Zero-emission vehicles needed to make up at least 20% of new vehicles offered in the 2026 model year. That share was set to rise to 60% by 2030 and 100% by 2035.

Ottawa first removed the 2026 target in 2025 and later proposed a full repeal of the mandate. The proposed changes appeared in the Canada Gazette in August 2026, with the final day for public comments falling on October 29.

What Happens Next

If the repeal is finalized, automakers will no longer face mandatory ZEV sales percentages under EVAS. The government still aims for electric vehicles to reach 75% of new vehicle sales by 2035 and 90% by 2040. However, these goals would now be pursued through stronger greenhouse gas emissions standards rather than a sales mandate.

Recent announcements also froze current fleet emissions standards through the 2029 model year. Tighter rules are expected to begin in 2030.

Impact on Canadian Buyers

The auto industry has largely welcomed the change, arguing the original targets were difficult to meet given current demand and infrastructure. Environmental groups have raised concerns that delaying stronger rules could slow EV adoption and reduce long-term fuel savings for drivers.
